この質問をへブル書が答えて、説明してくれています。なぜ私たちは新しい祭司制度と新しい契約が必要なのでしょうか？神はイスラエルにモーセの律法（今は旧約というもの）を与えられました。そこには律法があり、定めと規定がありました。幕屋（後には神殿）がありました。いけにえと祭司制度がありました。神に近づき、正しい者とされ、神と和解されるためものでしたが、その旧約は不完全なものであり、最終的に誰も神の前で完全に義とすることができませんでした。ただ、新しい契約ともう一つの祭司制度を指すものでありました。「一方で、前の戒めは、弱く無益なために廃止され、──律法は何も全うしなかったのです──もう一方では、もっとすぐれた希望が導き入れられました。これによって私たちは神に近づくのです」（18-19節 JSS2017）。今、イエス・キリストを通して新しい契約と新しい祭司制度が与えられています。「イエスは、もっとすぐれた契約の保証となられたのです」（22節 JSS2017）。神の前に近づき、完全に義なる者とされるために必要なことと、神と新しい関係を築くために必要なものすべてがこの新しい契約によって備えられています（2ペテロ1：3-4参照）。へブル書の著者はいかに新しい契約が古い旧約の契約に優っているかを説明します（ルカ22：20； 2コリント3：6； ヘブル8：8,13； 9:15; 12:24なども参照）。「神は私たちに、新しい契約に仕える者となる資格を下さいました。文字に仕える者ではなく、御霊に仕える者となる資格です。文字は殺し、御霊は生かすからです」（2コリント3：6 JSS2017）。

Heb 7:11 NIV84 If perfection could have been attained through the Levitical priesthood (for on the basis of it the law was given to the people), why was there still need for another priest to come—one in the order of Melchizedek, not in the order of Aaron?

Observation

This is the question that the book of Hebrews answers.  Why do we need a new priesthood and a new covenant? God gave Israel the Law of Moses (now referred to as the old covenant.) It had laws, regulations, a tabernacle (later a temple), sacrifices and a priesthood.  Although this was what God had appointed as a way to approach and be reconciled to God, it was not perfect and ultimately it could not make anyone fully righteous before God.  It was only intended to point to the New Covenant and another Priesthood that was complete.  “The former regulation is set aside because it was weak and useless 19 (for the law made nothing perfect), and a better hope is introduced, by which we draw near to God.” (v.18-19 NIV84)  Now through Jesus Christ a New Covenant and new priesthood is established. “Because of this oath, Jesus has become the guarantee of a better covenant.” (v.22 NIV84)  Everything we need to draw near to God and be made wholly righteous, and be established in our new relationship with God has been provided by this New Covenant (see also 2Pet 1:3-4).  The writer of Hebrews now goes on and explains how the New Covenant is so much greater than the Old Covenant (see also Lu 22:20; 2Cor 3:6; Heb 8:8, 13; 9:15; 12:24). “He has made us competent as ministers of a new covenant—not of the letter but of the Spirit; for the letter kills, but the Spirit gives life.” (2Co 3:6 NIV)
