ネヘミヤ 11:22 （新改訳JSS2017）　エルサレムにいるレビ人の監督者は、バニの子ウジであった。バニはハシャブヤの子、ハシャブヤはマタンヤの子、マタンヤはミカの子である。ウジはアサフの子孫の歌い手の一人で、神の宮の礼拝を指導していた。

神は秩序と行政の神であります。神はすべてのものに体制をもたらします。神はある人々を権威や指導の立場に置き秩序とを与え、またもたらします。ユダヤ人はペルシャの王のもとにいましたが、王は彼らにある程度の自治権を与えました。正しい体制が調えられるとすべてがスムーズに運ばれます。ここで、宮に仕え働かれたレビ人また、賛美隊の者にも組織を整え、監督を立てました。「人はみな、上に立つ権威に従うべきです。神によらない権威はなく、存在している権威はすべて、神によって立てられているからです。したがって、権威に反抗する者は、神の定めに逆らうのです。逆らう者は自分の身にさばきを招きます」（ローマ13:1-2 JSS2017）。しかし、指導の立場に置かれた者には最終権威の元は神ご自身にあることを認め、服しなければなりません。世俗的権威であれ、神の家ので権威であっても、すべて権威に置かれている者は神の権威のもとにあることと、神に必ずその権威に関して言い開き（説明責任、アカウンタビリティ）があることを認めなければなりません。「監督は神の家を管理する者として、非難されるところのない者であるべきです。わがままでなく、短気でなく、酒飲みでなく、乱暴でなく、不正な利を求めず、むしろ、人をよくもてなし、善を愛し、慎み深く、正しく、敬虔で、自制心があり…」（テトス 1:7-8 JSS2017）。もちろんこれは神の家の監督者（長老）に対して書かれていますが、その同じ法則はすべての監督権威に対して当てはまります。権威のもとにある者であるなら、その権威に服さなければなりません。また、権威にある者であれば、すべての主権者王なる神の権威のもとにあることを常に覚えておかなければなりません。「主よ、偉大さ、力、輝き、栄光、威厳は、あなたのものです。天にあるものも地にあるものもすべて。主よ、王国もあなたのものです。あなたは、すべてのものの上に、かしらとしてあがめられるべき方です」（１歴代誌 29:11 JSS2017; 詩篇 24:1-2; 申命記10:14； １コリント 10:26など参照）。

Neh 11:22 ESV The overseer of the Levites in Jerusalem was Uzzi the son of Bani, son of Hashabiah, son of Mattaniah, son of Mica, of the sons of Asaph, the singers, over the work of the house of God.

Observation

God is the God of order and government.  God gives structure to everything.  He puts people in places of leadership to give and maintain order.  Even though the Jews are under the rule of the Persian king, he has given authority and instructions to organize and govern themselves. When the proper structure is in place it allows everything to function smoothly.  Here we see that even the temple workers, singers and musicians are organized and given structure and oversight.  “Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment.” (Rom 13:1-2 ESV)  But God requires those in leadership and positions of authority to recognize and be submitted to the higher authority which is God himself.  All authority comes from God and must be accountable to him whether secular or in the house of God.  “For an overseer, as God’s steward, must be above reproach. He must not be arrogant or quick-tempered or a drunkard or violent or greedy for gain, 8 but hospitable, a lover of good, self-controlled, upright, holy, and disciplined.” (Titus 1:7-8 ESV) This passage is of course speaking about eldership and leadership in the church but the principle holds true in any structure of governmental authority.  If we are under authority let us be subject and if we are in authority, let us be faithful and accountable, remembering that all authority is under the Lord God, King of the Universe.  “Yours, O LORD, is the greatness and the power and the glory and the victory and the majesty, for all that is in the heavens and in the earth is yours. Yours is the kingdom, O LORD, and you are exalted as head above all.” (1Chro 29:11 ESV; see also Psa 24:1-2; Deut 10:14; 1Cor 10:26 etc.)
