民数記 23:19-20 （新改訳JSS2017） 神は人ではないから、偽りを言うことがない。人の子ではないから、悔いることがない。神が仰せられたら、実行されないだろうか。語られたら、成し遂げられないだろうか。20見よ、私は、祝福せよとの命を受けた。神が祝福されたのだ。私はそれをくつがえすことはできない。

バラムは神を操ったり、利用したりすることができないことを学んでいます。神にできないことをバラクがバラムに求められていました。神はご自分のことばには反することはできません、ご自分の約束したことをくつがえすことはできません。神は思いを変えたり、約束したのにそれを実行しないことは決してありません。主なる神は永遠であり、真理（真実）の神であります。そのことばこそ証文であります、絶対に変わりません。だから、いつも、神と神のことばを信じ、信頼することができます。へブル書では「約束と誓いという変わらない二つのもの」があると証言しています（へブル6:17-18参照）。神の性質（品性）を信頼し、神のことばを信じることができます。また、へブル書が宣言しています。「イエス・キリストは、昨日も、今日も、とこしえに変わることがありません」（へブル13:8 JSS2017）。主なる神はアブラハムとその子孫（イスラエルの子ら）を祝福すると約束されました（創世記 12:1-3参照）。イスラエルは不真実で、不誠実であったにもかかわらず、神は彼らを取り扱われ、神の祝福を受けることができるようにと、働き、変えられます。同じことが私たちにも言えます。「あなたがたの間で良い働きを始められた方は、キリスト・イエスの日が来るまでにそれを完成させてくださると、私は確信しています」（ピリピ 1:6 JSS2017）。神は真実な良いお方です。

Num 23:19-20 ESV  God is not man, that he should lie, or a son of man, that he should change his mind. Has he said, and will he not do it? Or has he spoken, and will he not fulfill it? 20 Behold, I received a command to bless: he has blessed, and I cannot revoke it.

Observation

Balaam is learning that he cannot manipulate God.  Balak wants Balaam to do what God cannot do. Go against his own word.  God does not change his mind nor does he promise something and then not do it.  The Lord God is eternal and He is also the God of truth, His word is his bond and he will not change.  That is why we can always believe and trust him. Hebrews tells us there are two things about God that are immutable (will never change): His eternal counsel (purpose) and his oath (see Heb 6:17-18). “Jesus Christ is the same yesterday and today and forever.” (Heb 13:8 ESV)  This is why we can believe his word and trust his promises.   God promised to bless Abraham and his descendants, the Children of Israel (Gen 12:1-3). Even when Israel is unfaithful and rebellious, God will deal with them to ultimately bring them to where he wants them and can fulfill his promise and bless them.  The same can be said for us, “And I am sure of this, that he who began a good work in you will bring it to completion at the day of Jesus Christ.” (Phil 1:6 ESV)  God is a faithful and good God.
