Eze 20:22-23 (ESV)Â But I withheld my hand and acted for the sake of my name, that it should not be profaned in the sight of the nations, in whose sight I had brought them out. 23 Moreover, I swore to them in the wilderness that I would scatter them among the nations and disperse them through the countries.
Observation
These verses must be understood in context of the whole passage and even of the whole of God’s dealing with Israel throughout the OT. How God dealt with (and deals with) Israel is a picture of how he also deals with us and all the nations of the earth.  God is a righteous and just God who has given his people the Law to show his standard of right and wrong. But Israel continually ignored and refused to walk in God’s laws, his justice required him to judge and punish them. However, He is also a merciful God and ultimately wants to draw them back into right relationship with himself. He should have destroyed Israel in the wilderness because of their sinful rebellion against God. He did not, but punished them by causing them to wander in the wilderness. Later, as they continued in their rebellious and sinful ways, He had every right and justice to destroy them and completely wipe them out. However, He did not, but scattered them among the nations. This was God’s judgement on them, but his purpose was and always is to once again bring them back into right relationship with himself (this continues to be his heart and purpose in dealing with Israel and the Jews even now). David expresses it this way in Psalms “The LORD is compassionate and gracious, slow to anger, abounding in love. 9 He will not always accuse, nor will he harbor his anger forever; 10 he does not treat us as our sins deserve or repay us according to our iniquities. 11 For as high as the heavens are above the earth, so great is his love for those who fear him; 12 as far as the east is from the west, so far has he removed our transgressions from us.†(Psa 103:8-10 NIV84; see also Lam 3:22-26). It is important when considering and evaluating God’s judgments that “he does not treat us as our sins deserve or repay us according to our iniquities.†He is merciful and gracious and his purpose is to bring us back into full and right relationship with him.
