Rom 13:1-2 (ESV)  Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment.

Observation

This is a passage which is somewhat complicated and has been taken out of context of the whole of scripture to say that we must always submit to and obey all authorities and rulers over us.  However, that is not what Paul is teaching nor the principles of all of scripture.  Yes, God established the institution of government (see Noahic Covenant Gen 9, and Mosaic Law).  But we must never forget that God himself is the higher authority from which all other authority derives.  Thus, if an established authority contradicts God’s higher authority, we are to submit ourselves to and obey the higher authority. “We must obey God rather than men.†(Acts 5:29 ESV).  When a government sets itself above God and becomes tyrannical, it must be opposed, not the institution of government (God is not the God of anarchy and chaos.) Throughout Scripture God used his instruments to oppose and even overthrown oppression and tyranny (ex.: Moses, Gideon, Ehud, Jepthah, Samson and Deborah etc. all of whom are praised in Hebrews 11 for what they did.)  We are not to be a law unto ourselves, that is anarchy (every man doing what is right in his own eyes, see Judges 17:6; 21:25).  Although Jesus and Paul and the Apostles submitted themselves under the established authority, yet they chose to obey the higher authority, which is God himself.  Paul concludes this passage with this, “Therefore one must be subject, not only to avoid God’s wrath and escape punishment, but also as a matter of principle and for the sake of conscience.†(v.5 AMP).
